A corruption prevention unit focuses on stopping misconduct before it happens, rather than investigating it after the fact, typically working with agencies to identify weaknesses in their processes and recommend practical changes that close the gaps a corrupt actor might otherwise exploit over time, before any actual harm is done.
Typical activities include reviewing high risk processes such as procurement or licensing, delivering training on recognising and managing conflicts of interest, and helping agencies design controls that make dishonest behaviour genuinely harder to attempt rather than simply harder to get away with once it has already occurred.
Prevention work is inherently harder to measure than investigation, since success looks like nothing happening rather than a clear, visible outcome such as a prosecution or a public finding. This makes prevention units easy to underfund, even though many practitioners argue prevention ultimately delivers better value than investigation alone ever could, long before a formal review ever has reason to look closely.
