The role often sits alongside, rather than replacing, existing internal complaint processes within individual agencies.
Investigations usually begin with an initial assessment of whether a complaint falls within the commissioner's jurisdiction and whether it warrants a formal inquiry, since not every complaint received will meet that threshold. Matters outside the commissioner's remit are often referred elsewhere rather than simply dismissed without any further action taken.
